The most intelligent people on how to approach drugs, alcohol, prisons, homelessness, which has bread more crime in our communities have made us all believe we can solve the deplorable conditions with passing more laws, building welfare systems that only through more money at the problem with instituting punitive measures that creates stigma of lower expectations of those who end up in these never ending journeys.
